The police appear to be
having some difficulty working out what charges to lay against Leo Gao and Kara Hurring, the couple who took the $10M Westpac Bank deposited in their account. It isn't theft, because they didn't steal it as the law described stealing. It isn't fraud because they didn't make any false representations. I'm sure there is a law to cover it, but the apparent confusion on the point is interesting. I'm assuming, of course, the confusion isn't just a ruse to get the pair to return to NZ.
